The heating elements in the devices are hot enough that emit visible light. Anything that has a temperature above absolute zero emits electromagnetic radiation. The warmer, more energy it emits, and the higher the frequency of the energy it emits. In general, everything around us is not hot enough to emit visible light (not enough to see all modes). Most of the energy emitted in the infrared, so it is considered that the "heat". When something becomes hot enough (about 800 + degrees Fahrenheit), it begins to emit red light. As it gets hotter, more light is emitted and turns from red to yellow, then white and finally to blue, although it would require a temperature above 10,000 degrees Fahrenheit (hotter than the surface of the sun) for something that glows blue.
